Texas Family Care Network Names Rocky Hensarling CEO as Organization Expands Community-Based Care Leadership

September 16, 2026

Texas Family Care Network (TFCN), a division of Pressley Ridge, has named Rocky Hensarling as Chief Executive Officer, leading the organization’s Community-Based Care operations across Region 5 (Deep East Texas) and Region 3E (Metroplex East).

Hensarling brings more than 15 years of experience serving Texas children and families, including extensive leadership experience with the Texas Department of Family and Protective Services (DFPS). Since joining TFCN, he has led the organization’s work as the Single Source Continuum Contractor (SSCC) for Region 5, overseeing efforts to strengthen the regional child welfare system and improve outcomes for children and families.

In his expanded role as CEO, of Texas Family Care Network, Hensarling will report to Susanne Cole, CEO of Pressley Ridge, and provide strategic leadership and oversight for TFCN’s work across both regions. This includes the organization’s continued commitment to Region 5 and its recent expansion into Dallas County as part of the Region 3E Community-Based Care transition.

“Community-Based Care is ultimately about bringing decisions, resources and relationships closer to the children, families and communities we serve,” said Hensarling. “I’m honored to have the opportunity to lead TFCN into this next chapter while continuing to build on the strong partnerships we have established in Region 5. As we expand our work, our focus remains the same—creating stronger connections, greater stability and better outcomes for Texas children and families.”

Hensarling’s career with DFPS began in 2010 and included roles ranging from Conservatorship Caseworker and Child Fatality Investigator to Master Investigations Program Director. Immediately prior to joining TFCN, he served as CPS Director of Permanency and Family-Based Safety Services, overseeing work in permanency, kinship, family preservation, domestic violence, education, parent partnerships and fatherhood. He has been a strong advocate for creating a kinship-first culture and building lasting, positive connections for children and youth involved in the child welfare system.

Hensarling’s appointment comes at an important point in TFCN’s growth, as the organization builds on its experience in Region 5 and expands its Community-Based Care leadership to serve children and families in Dallas County.
